Kavanagh informed the board the numbering of item 3 was incorrect and the
changes were made to reflect correct sequence for items 3, 3.1 and
3.1.1. |

Mr.
Stoner welcomed the audience and opened the meeting for public communication. Mr.
Jeff Kirby, California School Employees Association, Labor Relations
Representative, addressed the board concerning the district recommended CSEA
Layoffs for the 2008-2009 school year.
Mr. Kirby asked to board to consider the affect the layoffs would have
in the community, how the positions recommended for layoff were determined
and the bases of the layoffs. Mrs.
Kavanagh explained the basis of the layoffs is motivated by the potential cut
of the 2008-2009 district budget of 1.3 million dollars. The May Revise will give an updated
projection but it is not a final budget.
The final state budget rarely is completed on time and the district
must develop a budget without knowing the final state budget. Mrs.
Kavanagh added the Education Codes governs layoffs for both certificated and
classified employees. Certificated employees being considered for layoff must
receive first notification before March 15 and the final notification by May
14. Classified employees considered
for layoff should be notified by the end of the school year specifically 45
days before their first day of work.
However the date may vary due to the fact those considered are nine,
ten or twelve month employees. Mrs.
Kavanagh shared that she had previously met with CSEA to discuss the
positions considered and adoption of the resolution as part of the process for
issuing layoff notices. It is very
possible that once the final state budget is made available to the district, positions
considered for layoff may not be necessary.
Employees who are laid off are placed on a 39 month callback list. Mrs.
Kavanagh reassured the board that we constantly monitor the activity regarding
the state budget to make the year end transition as smooth as possible. Currently
with salary and benefit cost related to the layoffs for both certificated and
classified the district has reduced the 2008-2009 projected budget by
$1,002,000.00. She would take
personal responsibility for the safety of the district’s financial
status. She stated that other areas of
reduction were being considered such as; possible cuts to supplies available
to teachers, making sure that substitutes are charged to the correct fund and
using categorical funds in other areas that are in compliance with program
requirements. Discussion
continued regarding the affects of the classified layoffs relating to
services the students of the district.
Mrs. Kavanagh assured those in attendance that the students were still
her highest interest during these difficult financial times. |

motion of Mr. Owens, seconded by Mrs. Tarver, the board unanimously approved
