Mrs. Kavanagh welcomed the board and the audience. She gave a brief recap of the School Facility Bridge Funding Program explaining it is now time to consider repayment of the Certificate of Participation (COP). She explained when the new school was built there was insufficient assessed valuation of the district to sell the full voter-approved GO Bond. Therefore a Certificate of Participation (COP) was purchased so the school could be built. The district COP expires on October 6, 2009 therefore a decision has to be made soon. A COP is the responsibility of the district to pay and a GO Bond is the responsibility of the tax payers. There are three options the district has to repay the COP; (1) repay the COP in full, (2) borrow money to repay the COP, or (3) refinance at a rate of 6.5 7% to repay the COP. Mrs. Kavanaghs recommendation would be to pay off the COP in full. She shared a report showing fund balances that could be used to repay the COP. Finally, Mrs. Kavanagh shared a copy of the 2009/2010 intradistrict boundary map and explained there are no changes from the previous school year.
Mrs. Kavanagh introduced Mrs. Karen Davis, Family Resource Center (FRC) Coordinator. Mrs. Davis introduced two Marines representing the Toys 4 Tots program. A plaque was presented to Mrs. Davis and her staff for their outstanding service to the community of Arvin in support of the Toys 4 Tots program distributing hundreds of toys to the children of Arvin. The Arvin FRC was responsible for distributing and accepting family applications, organizing volunteers and the distribution of the toys. Thank you to the FRC for an awesome job well done. Mrs. Kavanagh introduced Mrs. Marilyn Thompson, Assistant Superintendent, who in turn introduced Mrs. Cathy Barraza, Kern County Superintendent of Schools DAIT Team Leader. Mrs. Thompson recognized the District Site Leadership Team (DSLT) and reported that early in the school year the KCSOS team met with California Department of Education and reported Arvin was in compliance with their DAIT plan. Mrs. Thompson gave a synopsis of the schedule the DSLT kept to be in compliance with the state. In February the focus was on Special Education; March there were walkthroughs focusing on English Language Development strategies; and in late March and early April the walkthroughs focused on Math intervention and specific gaps. Mrs. Thompson, in summarizing, shared the team is looking to refine consistency throughout the district. She also shared the team will be attending an ELD Toolkit workshop to address the EL adoption of English Language Arts textbooks. Mrs. Martha Mortimer, Special Day Class Teacher at Bear Mountain Elementary, provided copies of a letter that she read to the board. The concern of the letter touched on three topics; (1) removal of appliances from classroom and pods, (2) electronic devices not allowed on student field trips and (3) no district field trips. Mrs. Jacalyn Roberts, Sierra Vista Teacher, informed the board of the insufficient parking at Sierra Vista School. She explained that three spaces are posted for use by the maintenance department only. She asked the Board to consider reviewing the possibilities of adding more parking for teachers and staff. |

related to student expulsions. After reconvening at 8:10 p.m. the following action was taken. On motion of Mr. Owens, seconded by Mrs. Tarver with an abstention
from Mr. De Leon, the board approved the expulsion of Student #G: 2008/2009. On motion of Mr. De Leon, seconded by Mr. Owens, the board
unanimously approved the expulsion of Student #H: 2008/2009. On motion of Mr. Owens, seconded by Mrs. Tarver, the board
unanimously approved the expulsion of Student #I: 2008/2009. On motion of Mr. Owens, seconded by Mr. De Leon, the board
unanimously approved the expulsion of Student #J: 2008/2009. On motion of Mr. De Leon, seconded by Mr. Owens, the board
unanimously approved to expel and set aside the expulsion of Student #K:
2008/2009. On motion of Mrs. Tarver, seconded by Mr. Owens, the board
unanimously approved the expulsion of Student #L: 2008/2009. On motion of Mrs. Tarver,
seconded by Mr. De Leon, the board unanimously approved the contract agreement between the Arvin Union
School District and Axiom Advisors & Consultants, Inc. for services to
prepare the districts School Accountability Report Card (SARC) for the
2008/2009 school year to be published in 2009/2010. On motion of Mr. Owens,
seconded by Mr. De Leon, the board unanimously approved the Memorandum of Understanding (MOU) County
Level Educational Services for K-6 Students between the Kern County
Superintendent of Schools Office and Arvin Union School District beginning on
July 1, 2009 and continuing through the remainder of the 2009-2010 school
year. On motion of Mr. Owens, seconded by Mrs. Tarver, the board
unanimously approved a proposal for a Kern Community Wellness Grant from the
Kern Community Foundations in the amount of $10,000. |

No comments were received, therefore the hearing was closed at 8:25 p.m. Mrs. Kavanagh provided copies to the board of the Arvin Union School Districts initial contract proposal to California School Employees Association (CSEA), Chapter 164 and reviewed the initial proposal with them. No action was necessary. The state now allows districts to sweep funds by taking ending balances in 2008 categorical funds and moving them to the general fund to be used for any educational purchases. $300,000 Before a vote was put before the board, Mr.
De Leon expressed a concern regarding the 09/10 academic calendar. He felt the designated late start days were
a hardship on working families. He
asked if the district would consider a minimum day rather than a late start
day. Mrs. Rubio asked if ADA (Average Daily Attendance) for students declined
on a late start day. Mrs. Kavanagh
said she would research that data and return with a response. It was also suggested that a parent survey
be distributed to find out what the parents preferred; late start day or
minimum day. On motion of Mrs. Tarver, seconded by Mr.
Owens, the board unanimously approved the 2009/2010 academic calendar for the
Arvin Union School District. On motion of Mrs. Tarver, seconded by Mr.
Owens, the board unanimously approved a proclamation for Day of the Teacher,
May 5, 2009. On motion of Mr. De Leon, seconded by Mr.
Owens, the board unanimously approved a proclamation for Classified School
Employee Week, May 17 23, 2009. The board went into closed session at 8:58
p.m. to discuss Administrative and confidential staffing. Upon reconvening at 9:28 p.m. the following
action was taken. On motion of Mr. Owens, seconded by Mrs.
