On motion of Mr. Owens, seconded by Mrs. Tarver, the board unanimously
approved the minutes of the August 19, 2008 Regular Board Meeting and the
September 9, 2008 Special Board Meeting. |

|
Mrs. Kavanagh greeted
the board and introduced Mr. Lennard Cuenco of Caldwell Flores Winters, Inc. Mr. Cuenco provided a handout for each
board member summarizing the recent sale General Obligation Bonds Election of
2004, Series 2008. He assured the
board the sale was very successful and beneficial to the district
financially. Mrs. Kavanagh had the
privilege of presenting a plaque to Ms. Melanie Meadows for her completion of
the Administrative Training AB430. Mrs. Kavanagh
informed the board the state is still without an adopted budget. She stated that the Senate and Congress had
passed a budget on September 15th but the Governor threatened to
veto the budget. Even though Mrs.
Kavanagh does not know what the mid-year cuts will be the state is
recommending districts to hold off on negotiations until after January
2009. She assured the board the district
is prepared for the difficult times financially. Mrs. Thompson gave a
review of the 2008/2009 Program Improvement Report (PI) and the 2008 Adequate
Yearly Progress Report (AYP). The
reports showed there was growth at each site in various areas but as a whole
the district targets were not met. She
commended the teaching staff for their hard work and dedication to the
students of the Arvin Union School District.
Finally she reported that Haven Drive will be out of SAIT this year;
they have met their target growth. Mr. Roman Gracia
addressed the board with concerns of the 2008-2009 transportation reduction
to families living at Schipper and Sycamore who attend El Camino Real
Elementary. Mr. Gracia and several
parents from that neighborhood were present in support of also making a
change in the bus stop for their children.
Mrs. Kavanagh and the
board listened to their concerns but she did share to the board information
that of the approximately 100 students in that neighborhood only 30 students
were riding the bus. She addressed the
parents asking why the students were not riding the bus and offered to meet
with the parents in their neighborhood to come up with a resolution to the
bussing issues. Discussion continued
as Mr. Zamarron addressed the board and audience to review the necessary
current changes in bus stops from the 07/08 school year. The locations and time of the stops were
essential to transport the students to school on time to receive breakfast
before classes started. Maria Hernandez asked
the board how she could have an item on a board meeting agenda. Mrs. Kavanagh encouraged her to come to the
district office any work day between the hours of 8:00 a.m. to 4:30 p.m.

the Memorandum of Understanding (MOU) between the Kern County Superintendent
of Schools Office and the Truancy Prevention Consortium member, Arvin Union
School District, to transfer funds of $27,294 to be split by the four school
sites. |

Mr.
Stoner opened a public hearing at 7:52 p.m. to allow for public response as
to whether every pupil in the Arvin Union School District has or will have
prior to June 30, 2009, sufficient textbooks or instructional materials in
all subjects that are consistent with the content and cycles of curriculum
frameworks adopted by the state board.
After a brief discussion the hearing closed at 7:57 p.m. and the
following action was taken. |
