Mrs. Kavanagh first of all greeted the board, welcomed the audience and introduced Mr. Pete Carton, Kern County Superintendent of Schools, Legal Service. She explained to the board the purpose of the special meeting and that Education Code 449555.5 allows a second round of layoffs for certificated staff with dead lines of June 15th and August 15th to be met. The decision for additional cuts has been made because of additional reductions in funds to our local schools. We have encountered a 6.41% reduction to our budget for the 2008/2009 fiscal year along with an additional 3.4% to the 2009/2010 fiscal year with cumulative reduction total of 19.84% for 2009/2010. Mrs. Kavanagh recommends the district proceeds with the 2nd round lay off process. The reductions would include four multiple subject classrooms, one middle school counselor and one elementary school counselor. As a side note Mrs. Kavanagh gave an interesting comparison of the 2009/2010 budget to that of the late 1990’s. After a brief discussion in open session regarding reducing or
eliminating certain certificated services the following action was taken by
the board. On motion of Mrs. Rubio, seconded by Mr. De Leon, the board
unanimously approved Resolution #20:2008/2009 – Reducing or Eliminating
Certain Certificated Services for the 2009/2010 school year – Second Round,
under Education Code section 44955.5. On motion of Mrs. Tarver, seconded by Mrs. Rubio, the board
unanimously approved Resolution #21:2008/2009 – Tie-Break Process for Reduction
of Certain Certificated Services for the 2009/2010 school – Second Round. On motion of Mrs. Tarver, seconded by Mrs. Rubio, the board unanimously adjourned the meeting at 6:10 p.m.
