Minutes of the Arvin Union School District Board of Trustees Special Meeting held on February 23, 2010 in the El Camino Real Cafeteria, 911 El Camino Real.

 

The meeting was called to order by Mrs. Rubio at 5:30 p.m.

Mrs. Jackie Roberts reminded the Board of Relay for Life May 1 & 2, 2010.

 

Mrs. Cynthia Hufnagel, SV – asked what year the district would be able to adopt the new reading series.  Mrs. Kavanagh replied next year after upper grade is purchased and pending funding.

 

Mrs. Kavanagh introduced Mrs. Sylvia Treanor and Mrs. Toni Smith from the Kern County Superintendent of Schools Office who is here to present to the Board information in regards to the Superintendent Search.

 

Mrs. Treanor handed out a flyer and a packet of information from the previous search three years ago which outlines the steps for the search.  Mrs. Teanor explained that KCSOS will facilitate the search and make sure the search runs smoothly.  The entire board will need to be involved in the interview process.  The position will be posted on Ed-join with the option of buying an ad in ACSA but this can be costly and Mrs. Treanor does not recommend it.  All candidates interested will need to apply directly to KCSOS where all applications will be maintained.  Mrs. Treanor did advise the board not to speak to anyone who was interested in the position if they have any questions to contact Mrs. Treanor or Mrs. Smith with KCSOS.  The deadline will be set for April 15, 2010 but if necessary the deadline can be extended.  There was discussion of what information should be included on the flyer such as minimum salary, the district website, SARC information, any stipends available.

 

Mr. Stoner asked approximately how many applications will the board have to interview.  Will the board have to interview every applicant who applies.  Mrs. Treanor replied no that they will screen applications and separate them into two stacks 1. Those that fully qualify; 2. Those that may not have all qualifications.  Mrs. Treanor did mention that they don’t normally check references.

 

Mrs. Treanor asked the board if they were open to a principal applying for the position.  Mrs. Rubio replied yes and she would also like the applicants to have a minimum of five years experience and would like to see more teaching experience.

 

Mrs. Rubio stated that she would like to see someone who has been at the school site as principal or vice principal that has had experience with parents, students and behavioral issues.

 

Mrs. Treanor asked the number of work days.  Mrs. Kavanagh replied 225.

 

Mrs. Rubio stated she would like to have someone who is familiar with our community.  Also, someone who is familiar with the percentage of Hispanics in the community, ELD, improvement efforts and worked with DAIT.

 

Mrs. Treanor asked the board what they would like to list as the minimum salary.  Mrs. Rubio replied not less than step I on the administrative salary schedule.  Mrs. Treanor replied that the salary for step I was low and it may limit the pool.  Mrs. Rubio added that we would add the Masters stipend and also the anniversary increment if applicable.

 

Mrs. Tarver reviewed the minimum salary contracted for Mrs. Kavanagh.

 

Mrs. Kavanagh stated that another option is not starting at step I.  Mr. DeLeon stated it would not be right to have the last search posted at $116,000 and this one at $110,000.  Mrs. Rubio stated that the budget was different now.  Mr. DeLeon stated that we have to make it attractive.  Mrs. Rubio stated if we start at step II and add the Masters stipend it will begin at approximately $116,000.

 

Mr. Stoner asked if we had posted the position for Mrs. Kavanagh.  Mrs. Treanor replied yes there was a diligent search and we also interviewed.  Mrs. Treanor informed the board that they do not have to fly the position if they did not want to.

 

Mrs. Kavanagh asked that she have time to work with the new candidate for a smooth transition.

 

At this time the board discussed dates to review applications which will be done by KCSOS and all board members and also possible interview dates.  Applications will be paper screened in closed session at the district office on April 21, 2010 and interviews are set for May 1, 2010.

 

Mrs. Treanor informed the board that each board member will ask questions during the interview and if they wanted to add or change any questions to please contact her.  She also stated that during the interviews the board can have the candidates elaborate on any question.

 

Mrs. Treanor stated that the flyer would be sent to the district when it was finalized.

 

Mrs. Rubio thanked Mrs. Treanor and Mrs. Smith for coming out and providing information.

 

The board went into closed session at 6:30 p.m. to review the Assistant Superintendent contract effective July 1, 2010.

 

After reconvening at 7:08 p.m. the following action was taken.

 

On motion of Mr. Stoner, seconded by Mr. DeLeon, the board unanimously approved the contract for Kathie Kouklis as Assistant Superintendent effective July 1, 2010.

 

 

On motion of Mr. DeLeon, seconded by Mr. Stoner, the board unanimously adjourned the meeting at 7:09 p.m.
