Minutes of the Arvin Union School District Board of Trustees Regular Meeting held on August 17, 2010.

The meeting was called to order by Mrs. Rubio at 6:30 p.m.		Call to Order

Mrs. Joycene Tarver led the Pledge of Allegiance. No changes to the agenda. On motion of Mrs. Tarver, seconded by Mr. Stoner, the board unanimously approved the minutes of the Regular Board Meeting on July 20, 2010. Dr. McLean thanked Mrs. Anabel Rubio and Mrs. Joycene Tarver for attending the Welcome Back Breakfast thanked the board for their support to have the breakfast. At this time, Mrs. Rubio announced the opportunity for public comment. Jeffrey A. Kirby, LRR, CSEA – Mr. Kirby commended the board on the selection of Dr. McLean as Superintendent and the appointment of Mrs. Kouklis as Assistant Superintendent. Mr. Kirby expressed that things were going well and he looks forward to a new year. Item 4.5 – Brianna and Paige Velez interdistrict was moved to 4.4 for approval based on parent request. On motion of Mrs. Tarver, seconded by Mr. Stoner, the board unanimously approved the English Language Learners (ELL) Master Plan. On motion of Mr. Owens, seconded by Mr. Stoner, the board unanimously approved the Personal/Professional Services Agreement between Kern County Mental Health and Arvin Union School District. This agreement shall terminate no later than June 30, 2011. On motion of Mr. Stoner, seconded by Mr. Owens, the board unanimously approved the following employment, resignation, retirement, leave of absence, change of status, and termination of the following certificated staff for the 2010/2011 school year: Returning Staff:* Norma Beiber Additional Assignments: Technology Trainers Jill Gyll Twila Whitney On motion of Mr. Stoner, seconded by Mrs. Tarver, the board unanimously approved the following employment, resignation, retirement, leave of absence, change of status, and termination of the following classified staff for the 2010/2011 school year: New Assignment Pedro Villalpando – Night Custodian at Bear Mountain Elementary, effective August 13, 2010. (No Action Necessary) On motion of Mr. Stoner, seconded by Mrs. Tarver, the board unanimously approved the Agreement for Utility and Custodial Services between the Kern County Superintendent of Schools and the Arvin Union School District for the 2010/2011 school year. Contract No. 101729. On motion of Mr. Owens, seconded by Mrs. Tarver, the board unanimously approved Proposal No. P26-107-10 with Krazan & Associates, Inc. for Construction Testing and Inspection Services for the Shade Structure located at 633 Walnut, Arvin. The total estimate for testing and inspection services will be $617.50. On motion of Mrs. Tarver, seconded by Mr. Stoner, the board unanimously approved the Proposal and Construction Contract between J. Noble Binns Plumbing Company, Inc. and Arvin Union School District for plumbing repair at Sierra Vista Elementary in the amount of $2,350.00. On motion of Mr. Owens, seconded by Mr. Stoer, the board unanimously approved the Façade Improvement Agreement by and between the Arvin Community Redevelopment Agency and Arvin Union School District. On motion of Mr. Stoner, seconded by Mr. Owens, the board unanimously approved the Deed of Trust among the Trustor, Arvin Union School District (herein “Borrower”), City of Arvin (herein “Trustee”) and the Beneficiary, Arvin Community Redevelopment Agency. Item 8.3 was pulled from the agenda. Does not require board action. At this time, Mrs. Rubio announced the opportunity for public comment regarding the Maintaining Statutory School Facility Fees imposed on new residential and commercial/industrial construction. Hearing was open at 7:01pm Hearing was closed at 7:02 pm No comments made by the public. On motion of Mr. Stoner, seconded by Mrs. Tarver, the board unanimously approved Resolution #1:2010/2011 – School Facilities Fees for the Arvin Union School District. The board went into closed session at 7:03 p.m. for discussion pertaining to negotiations. (No Action Necessary) After reconvening at 8:25 p.m. the following action was taken. No report given.
