Mr. Bill Stoner led the Pledge of Allegiance. No changes to
the agenda. On motion of Mrs. Tarver, seconded by Mr. Stoner, the board
unanimously approved the minutes of the Regular Board Meeting on October 19,
2010. Dr. McLean informed the board that we will be welcoming Janie Arvizu
who won the two-year school board open term and Tim Owens who was appointed
to the four-year term on the school board.
Both will be taking the oath of office at our regular board meeting on
December 14, 2010 and we are very happy to have a full board. Mrs. Angie Summers gave a presentation on the current CST Math
scores. In 2009 the AYP bar was 47.5%,
each grade level needed to meet this goal.
In 2010 the bar rose to 58%.
Our second grade made the AYP score in every sub group. Fourth grade was 2% away from making the AYP
bar. Looking at algebra, 50% of our eighth grade students were proficient or
advanced on the CST. Every grade level
had a high percentage of growth. Teachers
are working on algebra readiness to get students prepared for when they enter
high school they will be able to take algebra and catch up with the other
ninth grade counterparts at that time.
They can take this during the summer so that they are on the A-G
requirement track. With extra support
they will continue on the college path and be prepared. For 2011 the AYP federal bar for math
raises to 68.5%, its up 10% every year.
District Math Benchmark results from 2009/2010 to 2010/2011: Every
grade level except kindergarten has increased substantially. Kindergarten was at 74% in the 2009/2010
school year and 72% in the 2010/2011 school year. When we look at scores in the second and
third quarter and end of year we expect to see the same as last year if not
an increase. We had an increase in
seventh grade math and algebra and a decrease in algebra readiness in which
we have fewer students this year. More
of our students are in algebra and they are succeeding. The students in algebra readiness are the
targeted intervention students. Our
areas of focus include basic fact tests and lesson studies for grades
Kindergarten through sixth and continuous communication with the Haven Drive
Middle School math team. Also,
curriculum training projected to be 100% completed by the end of January and
K-3 family math calendars. Mrs. Rubio asked when the second quarter benchmark is expected to be
finished. Mrs. Summers replied it
would be completed by December 17, 2010 and she will be able to present the
information in January. Dr. McLean added that the district made AYP in math across the
district and all the schools last year under safe harbor. Also, in kindergarten you will see a dip in
scores from last year to this year because you are not comparing the same
group of students. In regards to sixth
grade students on our state tests its all reading with many word
problems. We have a number of students
that are still mastering English and have difficulty reading so you will see
a drop in math. Mrs. Kouklis gave an overview of the parent satisfaction
surveys. The following are
district-level results. First section
is academic instruction; we had 1031 surveys returned with positive feedback
ranging from 77% to 89%. Safety and
discipline; we had 1022 surveys returned with positive feedback ranging from
84% to 94%. Parent involvement; we had
1007 surveys returned with results ranging from 18% to 81%. Bear Mountain had over 200 surveys returned
with strong scores, El Camino had over 400 responses with strong scores,
Sierra Vista had over 300 surveys returned with strong scores and Haven Drive
was low on the number of surveys returned but had high scores. Mrs. Rubio asked what we are doing about the responses where parents
have answered no. For instance, I
feel my child is safe at school.
There was a 5.4% of parents who answered no at Haven Drive. Mrs. Kouklis replied we take the responses
back to the ELAC meetings, school site council, administration, parent clubs,
and assemblies at school. The results
go back to all the site level committees so that they can review and focus on
areas of concern and they report back to the DELAC committee. At this time, Mrs. Rubio announced the opportunity for public comment. Mr. Jim Young, 424 Plumtree Drive, Arvin, addressed the board in support of the charter school petition. Mrs. Barbara Grimm-Marshall, 7158 Buena Vista Road, Bakersfield, wanted to thank the board for considering the Grimmway Charter School petition. If anyone had any questions she would be available to answer any questions at their convenience. Mrs. Grimm-Marshall stated that we all want whats best for the children and looks forward to the opportunity of working with the board in achieving those goals. On motion of Mr. Stoner, seconded by Mrs. Tarver, the

motion of Mrs. Tarver, seconded by Mr. Stoner, the board unanimously approved
the Collective Bargaining Agreement
between the Arvin Union School District and the Arvin Teachers Association
(ATA) effective July 1, 2010 June 30, 2013. Dr. McLean explained that rather than having a coach per grade the district worked with the union members to combine them which has resulted in a savings to the district and also the Athletic Director agreed to take a cut over what was previously negotiated. Mrs. Rubio stated that its been a while since we have had a three year contract and thanked Dr. McLean for her work with the union. Dr. McLean thanked Mrs. Kouklis and Mr. Davis for working on the negotiation team.
On
motion of Mr. Stoner, seconded by Mrs. Tarver, the board unanimously approved
the Memorandum of Understanding in
regards to Appendix A-4 (Coaches Salary Schedule) between the Arvin Union
School District and the Arvin Teachers Association (ATA). On motion of Mrs. Tarver, seconded by Mr. Stoner, the board unanimously approved the following employment, resignation, retirement, leave of absence, change of status, and termination of the following classified staff for the 2010/2011 school year: Additional

resigned as Preschool Instructional Aide, effective November 2, 2010. Mrs. Rubio again thanked Dr. McLean, Mrs. Kouklis and Mr. Davis for working with the union members to agree upon a three year contract. Dr. McLean stated that language was cleaned up. There were typographical grammatical errors in the contract. There was an allowance made for either the district or CSEA to request mediation, either side can request to bring in an impartial mediator to help resolve a grievance. Also, language was cleaned up to clarify that the district will not contract out work that our existing CSEA unit members customarily perform. There is also language in the old contract regarding past practice. The district and CSEA will come together to memorialize what our agreed past practices are and create an employee handbook. Mr. Stoner asked do we have a limit on the accrued sick leave. Dr. McLean replied she does not believe so. Mr. Stoner asked about vacation. Dr. McLean replied yes. Mr. Davis stated the sick leave goes towards retirement. On motion
of Mr. Stoner, seconded by Mrs. Tarver, the board unanimously approved the Collective Bargaining Agreement between
the Arvin Union School District and the California School Employees Association,
Chapter 164 (CSEA) effective July 1, 2009 June 30, 2012. (Revised August
2010). Dr. McLean explained this is a separate MOU negotiated with CSEA for the health and welfare benefits. We did establish a cap that the district will pay which resulted in a savings of about $95,000 per year projected over the next three years which can potentially save the district about $286,000. There is a provision which states for the duration of the agreement if the increase stays at or below 7% the employees will pick up the difference in the premiums. If the increase exceeds 7% the district and union members will negotiate and look for an alternative plan that does not exceed the cap. On
motion of Mr. Stoner, seconded by Mrs. Tarver, the board unanimously approved
the Memorandum of Understanding in
regards to Article XXVI, Health and Welfare Benefits between the Arvin Union
School District and the California School Employees Association, Chapter 164
(CSEA). On motion of Mr. Stoner,
seconded by Mrs. Tarver, the board unanimously approved moving the December
regular and organizational board meeting to December 14, 2010. On motion of Mrs. Tarver, seconded by Mr. Stoner, the board
unanimously approved the updated amendments to the Partners in Nutrition
Cooperative (PINCO) Joint Powers Agreement (JPA) on behalf of the Antelope
Valley Union High School District, as a member district. There was
discussion on BP 3550. Notices are now
going home daily rather than weekly reminding parents of money due for unpaid
