E-rate RFPs for Year

NOTICE IS HEREBY GIVE that sealed bids shall be accepted by the Arvin Union School District of Kern County, State of California, at the District Office, 737 Bear Mountain Blvd., Arvin, CA, 93203, Until 12:00 p.m. February 13, 2012, for:
1) Network Maintenance- Network maintenance for all eligible network equipment for 20 hours per month. Response time for maintenance must be within 1 hour. Contract may include non-E-rate maintenance paid for by district separately from E-rate funding. Experience with maintaining, updating, and installing Microsoft SharePoint server and ancillary items to same is required(MS SharePoint is not an e-rate eligible item).Multi-year contracts are sought.
2) Cellular service for forty-six (46) accounts/numbers with minutes in a pooled minute plan. Phones have been purchased or will be purchased separately. Vendors are required to provide a demonstration model phone with service for a period of three-five days for personnel to check cellular coverage. Multi-year contracts are sought.
3) Internet service of 100 mbps. The district prefers a router be provided by the service provider that is bundled with the service. Multi-year contracts are sought. For this item, the vendor is responsible for invoicing the Schools and Libraries Division for the funded amount.
4) Hosted web site with communication and collaboration tools, including the ability to host features such as individual log-in pages and grade books. Some features are not E-rate eligible and the vendor will be required to list items that are not E-rate eligible and those that are separately. The district will pay for non-E-rate items separately. Multi-year contracts are sought.
5) Maintenance of 65 or more Aerohive model 340 access points. Maintenance is to include service contract and Aerohive online manager access. Multi-year contracts are sought.
6) Network equipment-to include twenty-five (25) modular Ethernet/fiber network switches with Power over Ethernet capability, a minimum of 40 ports per switch, and a minimum of 4 mini-GBIC modules for fiber connectivity. All switches are to include A/C power adaptors and hardware for rack mounting, and any bundled management software for the switches. All switches should include redundant power supplies. In addition, the following modules are requested for the switches: three (3) 12 mini-GBIC modules that can contain other capabilities, including Power over Ethernet and 10/100/1000 Ethernet ports; twenty-four (24) modules with 24 10/100/1000 Ethernet ports per module. Also included are forty-eight (48) SFP mini GBIC transceiver modules (that work with switches provided), six (6) SC-LC fiber patch cables 48 inches, and forty-two (42) ST-LC fiber patch cables 36 inches. All installation is to be done by district employees, equipment only is needed. For this item, the vendor is responsible for invoicing the Schools and Libraries Division for the funded amount. Note that compatibility to existing network equipment at our El Camino Real School is required. El Camino Real School has Hewlett Packard switches. HP model 5406-44G-PoE+-4G-SFP v2 zl Switch or equivalent fulfills all the requirements of the type of switch we are requesting. While this item does not require a walk-through, those interested in bidding on this are required to receive a document from the email address listed below that gives specifications for the requested equipment. WISCA and CMAS contracts may be used.
All services and equipment contracts are contingent on approval by the Schools and Libraries Division of the Universal Service Fund (E-rate). Service providers and vendors submitting bids are required to have a SPIN and be familiar with the rules and regulations of the E-rate program. Bids shall be opened and examined at the district immediately after the time listed above.
Each bid shall be sealed and marked: 1) Network Maintenance, 2) Cellular Service, 3) Internet Service, 4) Hosted Web Site, 5) Aerohive Maintenance, or, 6) Network Equipment. It is not the policy of the district to purchase on the basis of lowest price alone. Other criteria for selection are listed along with specifications are listed here .
The Arvin Union Board of Trustees reserves the right to accept or reject any or all bids, to waive any informality or irregularity, and to sit and act as sole judge of the merit and qualifications of items offered, and may accept whatever bid is deemed to be in the best interest of the school district.
